What is important to know/do when moving states?

My friend is moving to California for the first time in a few months. She doesn’t know anyone here but me.
What’s good for her to do a) beforehand
and b) after she moves
any tips?

Depends if she comes from Afghanistan, Japan, or Canada, you know.
